John Avery to George Thatcher (March 25, 1789)

The District of Hampshire and Berkshire seem to struggle hard in their choice, but am in hopes the next tryal will produce a Member, indeed I sincerely wish it, as it will save me great trouble: by the Way, why can't there be an Alteration in this mode when you come upon the subject of Amendments, that when there is no choice by the People, for the several Legislatures to determine the Matter as in the case of Senators &c. &c.1
