DeWitt Clinton Journal (July 15, 1788)

Hamilton introduced a new proposal with explanatory and recommendatory amendts. one of the latter was that no capitation tax should be laid—this was a bait to take in Williams who spoke vs them—The Chancellor Smith & Williams spoke a piece of mine &c in favor of Smiths proposal
