Jasper Yeates' Notes of the Pennsylvania Ratification Convention (December 1, 1787)

Pickering: Moved that the members opposing the Constitution should keep to some kind of order with respect to their objections. Mr. Chambers seconded him.
Findley: The Constitution offered to us is a consolidated government and not a confederate republic. It will swallow up eventually all state governments. There is no sovereignty left in the state legislatures.1
Wilson: All sovereignty rests in the people. There is no sovereign authority in any state or in Congress. If the people have parted with their sovereign authority to the state legislatures, then this Constitution cannot be defended.2
Findley: It is no argument for the Federal Constitution to show that the legislature of Pennsylvania have passed laws which have been improper.
DR. ENOCH EDWARDS: I object to a bill of rights being brought in.
John Smilie: Congress have a power to restrain libels.
