Jasper Yeates Notes of the Pennsylvania Ratification Convention (December 11, 1787)

Wilson: That government is founded on contract does not appear to be founded on experience or supported upon the principles of freedom and reason. The doctrine is politically true in Great Britain because it was recognized at the Revolution. It destroys the rights of amendment, because the contract, if made, ought to be pursued and kept up.
In America the supreme power resides in the people who have it in their power to ordain such systems as may be most suitable to their interests. In this instance they differ from Great Britain. Why then talk of a violation of the Confederation? Cannot the people change their constitution if they find thereby their common safety endangered?
