Journal Notes of the Pennsylvania Ratification Convention (December 5, 1787)

The Convention met pursuant to adjournment,
And resumed the consideration of the first Article of the proposed Constitution. After some debate on the powers vested in Congress to raise and support armies, to organize and superintend the militia, to regulate elections, and on the responsibility of Congress in the exercise of these powers,
Adjourned until half after nine o'clock tomorrow, A. M.
