Newspaper Report 2 of Pennsylvania Convention Proceedings (November 27, 1787)

Yesterday a motion was made in the Convention that upon the conclusive question for ratifying or rejecting the proposed Federal Constitution, the members should be allowed to enter, with the yeas and nays, the reasons of their vote; but after some debate, in which it was treated on one side as a measure only calculated to increase the expense of the Convention and to disseminate contention among the people, it was lost by a very great majority. The Convention then resolved that they would proceed to the consideration of the Constitution by articles, and the first Article being read, Mr. M'Kean delivered a few prefatory observations, in which he strongly inculcated mutual indulgence and forbearance. The Convention, without entering further into the discussion of the Article before them, adjourned till this day at 10 o'clock, when it will be resumed.
