Resolution to Provide for Protection of the Coast and Chesapeake Bay (December 19, 1778)

Resolved, That the Governor, with the advice of the Council, be empowered to instruct the Board of Commissioners, from time to time, to have such material alterations made in [the disposition?], and arrangements of the Navy, as may be judged expedient and necessary; and also, to direct the erecting such fortifications and batteries on the Bay of Chesapeake, as may, in co-operation with the Navy, more effectually protect the trade than hath been done hitherto.
