Resolutions on Specific Taxes and Unappropriated Lands (December 13, 1777)

[13 Dec. 1777]
Resolved that it is the Opinion of this Committee that a Duty of Shillings per Hogshead be imposed upon all Tobacco exported by Land or Water, except such as shall be exported on the Proper Account of this Common-wealth, or of the united American States, or any of them.
Resolved that it is the Opinion of this Committee that part of the unappropriated Lands be disposed of, and the Money arising therefrom applied in Aid of the Funds to be provided for discharging the public Debt; and that a Land-Office be established for granting waste and unappropriated Lands.
Resolved that it is the Opinion of this Committee that a Tax be imposed upon all Horses within this Common-wealth, (except such as belong to the (United States of America) the Common-wealth, or to any College or School) after the rate of ten Shillings for every hundred pounds of the Value of the same.
